Local Waste Agency Head, Where is the Oversight?
Brooke Beal, who is the former director of the Solid Waste Agency of Northern Cook County (SWANCC) was recently charged with stealing almost $850,000 from the Agency.
Skokie is part of this district and Skokie mayor, George Van Dusen, is chairman of its board of directors. It handles waste from 23 member governmental units, including Skokie. The communities include: Barrington, Buffalo Grove, Evanston, Glencoe, Glenview, Kenilworth, Lincolnwood, Morton Grove, Niles, Park Ridge, Skokie, South Barrington, Wilmette and Winnetka
Reportedly, during 2009-10 (one fiscal year), Mr. Beal was paid $317,900 in employee expenses for educational reimbursement.
Expenses that he has been alleged to have submitted etween 2006 and 2010 for reimbursement include reimbursement for educational programs at Northwestern University’s Kellogg School of Management and the Harvard Kennedy School and the University of Chicago. The Chicago Suntime reports that none of these institutions will admit to having a record of him as a student.
Mr. Beal’s alleged motivation was anger toward his empoyer.
$317,900 in approved and disbursed employee expenses for educational costs – during a 12 month period. We think this raises questions about
(a) what kind of internal checks and balances these 23 communities (including Skokie, maintain, and
(b) How well they monitor and even hire the people they do. What kind of Moron would do this assuming that he would not get cought… though apprently he didn’t get cought for some time.
Are we dealing with the hiring and management of morons by our duly elected mopes. Where was the oversight from 2006-2010?
Beal reported earned $160,000 per year. Pobably with a cushy pension. It’s almost like he was a school superintendent or something. Why. Who decided on this salary and how was it determined?
This type of trust but don’t verify can be the only excuse for the $30M Skokie Police station that should hold us in good stead until we triple our population in Skokie. See:

To what extent was the police department involved in awarding an exclusing towing contract to one company.
